"to have someone over" means that to invite someone to your home as a guest for a visit. So "I cannot have you over tonight" means "You can't come visit tonight."

Depende del contexto de la conversación, puede ser "no puedo tenerte en casa esta noche" o "no puedo darte una clase esta noche"
