Sorry to introduce an element of contradiction here in the topic but it is absolutely CORRECT to say: "Suis-je..." = "Am I..."
"Puis-je..." = "Can I..."
So it is completely right (and even better) to say:
"Suis-je capable d'apprendre le français ?" = "Am I able to learn French?"
(Notice the hyphen between "suis" and "je" after the inversion)
At least with the verb "être" = "to be" it is more correct and suitable to say "Suis-je...".
Of course, the interrogative form "Est-ce que je suis..." is not wrong.
N.B.: Just for your information for good French writing rules, unlike in English, there is always a space between the sentence and the question mark "?"
Take care

In fact, both are correct, as all of them said. One is actually more informal "est-ce que...", that you mostly say among young people, but is also getting more and more popular, and the other one is more "correct", I mean formal, and so it depends on whom you talk to. But do not hesitate to use both, it will show u master the language well! ;-)

Hello,
You rather use " est ce que "
Par exemple tu peux dire ,
" Est ce que je suis capable d'apprendre francais "
But you don't say
" Suis je capable d'apprendre francais"
