Tu ("tüh") is the subject (i.e. it does the action, it is the subject of the verb). It cannot be shorten. Te ("tuh") is an object pronoun. It can be shorten to T', if its in front a word beginning with a vowel.

People may do that when they speak, but it's not correct.
