How do you make basic verbs past tense [in Russian]
how would you make "I have, He has" to something like "I had, He had"

For making past tense in Russian language, we just put the letter "л" at the end of the verb. (But there are some exceptions.)
For example, I have- I had = Я имею-Я имел ( or у меня есть- у меня было, depends on what you want to say)
I swim - I swam = Я плаваю- я плавал
I write - I wrote=Я пишу - Я писал

Past Tense- put a l,la,lo (mask., fem., neutr.) at the end of the verb. But attention the last part of the verb must be cut, befor setting l, la or lo. Do you have a grammar?

When you want to make Present Perfect you should use certain forms also
to run
бегать - прибежать, добежать
I have run - Я прибежал. Я добежал.
to jump
прыгать - запрыгнуть
I have jumped - Я запрыгнул.
to read
читать - прочитать, прочесть
I've read - Я прочитал. Я прочёл. (equal versions)
to swim
плавать, плыть - сплавать, приплыть, доплыть, заплыть
I've swum - я приплыл, я доплыл, я заплыл
I've swum to the island. Я заплыл на остров. Я приплыл на остров. Я доплыл до острова.
I swam to the island - Я сплавал на остров. Я плавал на остров. Я заплыл на остров. Я приплыл на остров. Я доплыл до острова. (In different contexts various versions should be used)
...when I was swimming to the island - ...когда я плыл на остров.

I think that russian verbs have their different forms to put some certain sence in a sentence. The first thing that you should do is to choose what form to use.
for example:
плавать - сплавать, поплавать
дарить - подарить
видеть - увидеть
прыгать - прыгнуть
ловить - поймать, словить
работать - поработать
поливать - полить
давать - дать
брать - взять
ходить - пойти
говорить - сказать
рассказывать - рассказать
The verbs in the first column above mean regular action or process, the verbs in the second one mean one-time action.
бегать - бежать
ходить - идти
The verbs in the first column mean regular action, the verbs in the second one mean process.
Past tense examples:
TO JUMP
I jumped - я прыгал, я прыгнул
I was jumping - Я прыгал (process)
Yesterday I jumped at coaching very high - Вчера на тренировке я прыгнул очень высоко. (one-time)
I never jumped before - Я никогде не прыгал раньше. (regular)
I have been jumping till 6 o'clock - Я прыгал до 6 часов. (process)
TO RUN
I ran - Я бегал, Я бежал
I ran in the morning usually - Обычно я бегал утром. Обычно я бегал по утрам. (Either variant is good.)
I ran yestarday - я бегал вчера (regular)
Yestarday I was running slowly - Вчера я бежал медленно. (process)

And also verbs in the past have category of gender. Я был - masculine, Я была - feminine, Я было - neuter.
