Your translation is almost right, but the syntax is still French. In English we'd keep it all as one grammatical clause, with no need to have a subject (C'est/It is). It would just be 'The difference between a dream and a plan is a date.' I couldn't find a quote from Disney, but the nearest well-known quote like this is: 'The difference between a dream and a goal is a deadline.'
