Hat oder ist passiert?
Seems like I can't find a detailed answer for my question. I know that both forms are used, but which one is the correct one? And why is the other one used?
Like I always hear "was ist passiert?" But also my book says that the right form is "hat passiert". So why I always hear natives say "was ist passiert?"?

Both versions are possible. But they have completely different meanings:
"Was ist heute passiert?" <--- "What happened today?"
"Er hat die Grenze passiert" <--- "He crossed/passed the borders"
