What's the meaning or function of "It's almost as if"? Does that equals to "It seems like"?

It does mean "it seems like." However, normally when Americans use the phrase "it's almost as if" it is used sarcastically. So he is saying "Contrary to your expectations, this door was not built to allow a quick exit."
