Il faut = présent de l'indicatif
Il fallait = imparfait (indicatif)
Il faut falloir ne se dit pas.
Il faut + infinitif :
1. il faut + infinitif = il faut que + subjonctif = équivalent à "devoir" (obligation) => "Il nous faut partir"
2. il faut + infinitif = utile / intéressant (ton ironique) => "Il faut absolument le voir à l’œuvre."
