Does Japanese Sentence construction arrange as follows: Subject + indirect object + particle + verb ?

Don't worry too much about the order as long as the verb is at the end and the correct particles are in the right places. The only thing a sentence need is a verb.
This is a property of Japanese, here's an example of how you can rearrange a sentence.
私と花子さんは学校で本を読んでいる。
学校で私と花子さんは本を読んでいる。
本を私と花子さんは学校で読んでいる。
私と花子さんは本を読んでいる。
本を読んでいる。You can even rip the subject out entirely if it's obvious what the subject is. So, Japanese is not necessarily a SOV language.
