Using the infinitive is incorrect. Using the gerund is probably acceptable grammatically (I'm not 100% certain) but it does not sound good in my opinion. What I would say is: It facilitates the development of innate skills, such as...

While "facilitates developing..." is understandable, it is not correct grammar, because "facilitate" is not an auxiliary verb.
