Is this correct ?
Dear Mrs Smith
In reply to your letter, unfortunately, we regret to inform you that the City Council Traffic and Transport Department is going through a difficult period because we will have a new director and it has delayed the request process, but we understand the magnitude of the problem, that is an urgent matter due to the whole area is most definitely a serious risk to pedestrians and we need to do something as soon as possible for the safety of Chip Town’s children.
As you know the volume of traffic in this area is worrying and you are not the only one who has written for answers, many people have proposed a zebra crossing as a solution in order to control the speed limit, in this way the flow of traffic will become normal and car accidents will decrease, compliance with your request we can tell you that your letter will be taken as a priority.
Please, feel free to contact us if you have any questions.

I agree. If you post it on Notebook then you can get more comprehensive feedback and corrections. To answer your question, however, there are some mistakes with punctuation and word choices. The use of the comma is difficult to master even for native English speakers who attempt to write in the language. Proper punctuation such as full-stop periods and semi-colons for independent clauses will serve to avoid the dreaded run-on sentences too.

If you want a detailed correction, then post it on Notebook. Reading it quickly, it looked very good. English is stricter on the use of commas than many other languages. Look up the "comma splice" and see if you can correct your punctuation.
