Is this correct, 'Beijing's weather is cold and snowy'? It goes like this: It's winter now. Beijing's weather is cold and snowy. I know we can say 'The weather in Beijing is ...'. Thanks!!

Yes, it is possible to use the genitive apostrophe + s with names of cities and countries.
