Which preposition "to" or "with" is used with "initiative"?

Depends on the context. "to have initiative" though in this sentence it's not a preposition. You can say something like "I work towards initiative" as in you work towards HAVING initiative. Or "I'm working ON my initiative" meaning you are trying to improve your initiative. Or you can say "I work WITH initiative" meaning you use initiative while you work. Does this make sense?
