What does "residency" and "resident tuition" mean? I'm applying for graduate degree programs. Does "resident tuition" refer to tuitions local students pay compared to students from other states or from another country? Is there anything like "non-resident tuition"? Thanks for your answer!

Yes, for example, in Scotland, education at university is free for people that reside in Scotland. It is not free for students from overseas.

In the US, generally, "Resident Tuition" is for students who live in that state (and have lived there for a period of time, usually a year or two before they start studying.) "Non-resident" is for students who do not live in that state. Depending on where you are now, you may also need to look at "International Student tuition."
