I guess "spuse" is third person simple perfect form of "spune".
As I know, the simple perfect tense is rarely used in Romanian.

Perfect simple is used especially in one region in Romania (Oltenia). This ”spuse” means the action was recently ended. (”He just said” can be an approximate translation). However, in the most part of the country, in 
everyday language, is used ”a spus” (past tense). This perfect simple is also used in books (novels for example).
