What is the proper name in Arabic for the miniature ا or sometimes called dagger alif?
I can't even find this alif in my keyboard but I am referring to the little alif that goes above consonants and acts as fathah. Is there a proper name for it in Arabic? Also, what is the keyboard shortcut to writing it?

You can type الألف الخنجرية using Microsoft Word 
1. Go to Font - choose Traditional Arabic 
2. Write your word
3. Go to insert - symbol - more symbols 
4. In the character code box type 0670 then insert

Just like Tasneem said, in English the usual name is a direct translation of "الألف الخنجرية", meaning we usually call it "dagger alef".
