This is a metaphor. Hawks are used for hunting small animals in some parts of the world. To keep the hawk under control when not flying, they wear leather hoods which cover their eyes. These hoods keep the hawks docile and controllable, and prevent them from getting startled by movement. This metaphor would suggest that a boy or man is being shielded from the world, to prevent him from reacting to his surroundings. He could be dangerous or have strong animal instincts.
