question concerning legal English What is the difference between a "criminal offence" and "criminal complaint" and "restraining order"? And what verbs go with them? "File", "make", "issue"? Thank you in advance

Someone who commits a criminal offence commits an act which is against the law. For example, stealing clothes from a shop. A criminal complaint is a set of documents which sets out the reasons of the person filing the complaint. The complaint details the person/persons the complaint is being filed against, the date of the alleged offence and a description of the offence. A restraining order protects a person or business from the person/persons the order is made against. This could be to prevent harassment. For example, a wife may have a restraining order taken out on a violent husband for a period of six months. Hope this helps.
