Question Maybe moving on in October should be a law, he thought. New national motto: EVERYBODY LEAVES IN OCTOBER. You get your PackingPermit in August, give your required week’s notice in mid-September, then— Question: In this case, what's the meaning of 'moving on'?

This phrasal verb "move on" has a lot of meanings. However, in this case, it means get out of your house, city or even country. It depends on the context. Just to seal it: when I say get out, it's not something limited. It means that something is going to change and you are not going to keep yourself at the same place.
