Answer

There are several to name the provinces.
1, named by locations . For example, 河南， namely means the south of Yellow River.
2, named by rivers. Such as 黑龙江省，the province got the name from 黑龙江.
3. Got the names since long time ago. Like 天津（Ming Dynasty 、北京(Ming Dynasty)、四川(Song Dynasty)e t c.
4. Names with exact meanings.  For example, 
香港，perfume harbor, because Hongkong was well known for its perfume transference.
