I found the article online, and I think author is referring to the letters that were just sent from Florida but were intercepted before anyone was harmed. So, mass violence was prevented, and its source was Florida. It came "out of" (from) Florida. Better: "the politically motivated mass violence that originated in Florida but was prevented from occurring" ... or something like that.

"Prevented out" is, as far as I know, is incorrect here. I can imagine that the author is trying to say "the politically motivated mass violence that happened in Florida" Have a wonderful day!
