It is a pass? Is it correct to write "It is a pass if the value is within the range." (referring to a test of a machine)

I agree, we need a bit more context. As soon as you said 'it's a pass'. I thought of a student opening their exam results. For instance in the sentence 'It's a pass, but I would like to have done better'. I wouldn't use it with a machine perhaps, but as I say more context is needed to get a feel for the sentence!

It would be helpful to have more context - but, assuming that the preceding sentence says something like "the test yields either a pass or a fail.....then yes, the sentence is fine.
