Are you happy ? It is a correct form. Reason happy is a adjective . We can use adjective or noun in are you form. for example : Are you an American? Are you a Doctor ? Are you happy ? Are you sad ?
In Grammatical we can't make Do you question without verb. Like Do you play cricket? Do you run fast ?
