En España:
"Felicitaciones" casi no se usa. Suena muy formal.
"Felicidades" se dice el día del cumpleaños o del santo de alguien. También se puede decir a los recién casados. Es un poco más familiar que "enhorabuena"
"Enhorabuena" es un poco más fornal que "felicidades". Se dice a los recién casados y a los que consiguen un trabajo o un ascenso. No se dice por el cumpleaños o por el santo.

'*mis felicitaciones' = my congratulations 
but 'felicitacion' means also 'greeting card'

*and another word for 'congratulations':
