I’ve heard it as one of many folksy baseball terms, meaning a count of 3-0 putting the batter in the catbird seat (very good position), but I can’t find any Internet corroboration of that meaning. Used figuratively, more common would be just “the driver’s seat”.
Here it would just mean a high point.
