There seems to be some sort of line separating one area from another, a state border or other border of a jurisdiction. I get the impression that the person living 'across the line' is not allowed or welcome in the park where they are talking.

The person whom is asked is living out side of that area where they both are present currently.

This is from a book i´m translating. The writer is southafrican, i don´t know if that has anything to do. But the context is only two people starting a conversation in a park

Two people meet, an one asks: "Do you live around here?". Answer: "Across the line". They just met in a park, nothing about borders or railway lines.
