I would say that the first sentence is correct. In the sentence "More and more people are deciding to travel abroad." - "are" is the third person plural present of be and so the verb ends in ing and then there is the preposition "to" after the verb - "are deciding to". This sentence is complete.
In the second sentence: "More and more people decide to travel abroad" could be written like this: "More and more people decided to travel abroad," Because "decide" is the base form of the verb it would need a modal for example, "must decide" and then would be followed by the preposition "to".

They are both correct, but the first is more correct, because the Present Continuous is used for things which occur temporarily: they did not happen before and may not happen again. The Present Simple on the other hand is used for things which always or generally occur.
