Why is this?
I owe you an amends.
Why not "I owe you amends." or "I owe you an amend."

I don't think any of those are correct.
"I'd like to make amends", for could we make-up, or can we be friends now, or could we settle our differences.
It means: I would like to do something good for you in order to apologise for some wrong I have done to you.
You can also say "it is time to make amends", in more of a commanding, less apologetic, way. Meaning: this has gone on long enough and we need to get over it and be civil again.
You could also say this as a third person when mediating between two people that "need to make amends".
