We usually use it for a certain book or newspaper, such as 《the Bible》《Lord of the Rings》....I think may be only China use it ....
We call it "书名号" in Chinese.......

I'd suggest brackets or parentheses.  However, those symbols are used in other languages as quotation marks ( "    " ) but you wouldn't see them in written English.
