Belügen und Lügen
What's the difference? Is belügen stronger? My guess is that belügen is like the English "to deceive" and lügen is like "to lie / to tell an untruth".

"Ich lüge."
"Ich belüge dich."
"belügen" is always "jemanden belügen" - to tell someone a lie. "lügen" is only to tell a lie.

The difference is grammatical only. The meaning is the same.
Ich luege = I am lying. (no object)
Ich beluege dich = I am lying to you. (demands an object)
to deceive = betruegen

lügen = nicht die Wahrheit sagen (to tell something which is not true)
"die Unwahrheit sagen; über etwas die Unwahrheit sagen, etwas erfinden und als wahr ausgeben;"

jemand belügen = jemandem eine Lüge sagen
For instance:
1) in a tribunal, one politician tells sth which is untrue = er lügt
2) I am asking a friend and he/she provides an answer which is untrue. Then he/she is lying to me, er/sie belügt mich

Your guessing is right (^^). Belügen is a verb used on Persons. Same meaning like decieving in English. And lügen is the verb you use for lie. I am lying, - Ich lüge.
