A loose talker is someone who doesn't think about what they are saying. So they may say inappropriate things, without meaning to cause trouble. A US war slogan from WWII was "loose lips might sink ships". This was to warn people to be aware of who was listening when they gossiped, as the wrong information could lead to a military disaster.
