You 'have a car' - a car is in your possession.
You can also have a person. You have a boyfriend, or a girlfriend, you have a mother and a father. And you can have someone waiting on you. It just means there is a person waiting for you. In this case it probably means a lover, since it's a song about a girl hoping the guy doesn't have a girlfriend.

Neither. It means, please don't make someone wait for you because you are late. However, this is not "proper" English, it's slang.
