is 怒って (okotte) the common way to say angry in Japanese? for example, "I am angry!" "Okotte da yo!" "Who is angry?" "Dare ga okotte desu ka?" side note: I find it very interesting that the kanji had "woman" and "heart" for "angry." Maybe anger is weak, so they have a weak "female" heart?

怒っている = I'm angry 怒った = I got angry. / I am angry 怒る = get angry. The radical at the top means "guy". The radical at the bottom means "heart/mind". Why do you assume that female is weak?

"I am angry!" "Okotte da yo!" →”おこってるよ!” "Who is angry?" "Dare ga okotte desu ka?" →”誰がおこっているんですか?”

you can express your anger a few other ways too, for example. もう、腹が立った (はらがたった) or 腹が立っているのよ (Im angry, Im pissed off) or 頭にきたよ (あたまにきた) that (or, you) shits me to tears.(makes me angry/upset) or 最悪! (さいあく) said with serious frustration or anger in your voice, it means... this, or , you, is the worst. enjoy getting angry.
