"bloom" is "hana ga saku(花が咲く)" or "kaika(開花)". "blooming" is "hana ga saite-iru(花が咲いている)". For example, "Cherry blossoms are blooming" is "sakura no hana ga saite-iru(桜の花が咲いている)".
