No they are not the same. The first one is more specific and relates to only you.

"You of all people know that" means you specifically , in particular should know that better than anyone else and it doesn't exclude others from knowing in this case.

They are NOT the same.
You all know that = everybody knows this
You of all people know that = Out of everyone, you know this because you have first hand experience(it doesn't mean exclude other people from knowing though)

they aren't.
but this one seems of equal meaning:
'all you people know that' = 'you all know that.'
