Suppose I have 200 dollars in my bank account and I take out 400 dollars. Can I say " I was overdrawn by 200 dollars"?

Yes. But if you are describing the state of your bank account now, use present tense. "I am overdrawn by £200' or "I am £200 overdrawn". If you use 'was', it describes the state of your bank account at some time in the past. We have no information about its state now.
