Hey everyone! Is this correct?⬇️ “ it is expected to have more than 3 million fans scrambling for the tickets” Should I use scrambling or scramble? Thx!

I think this sentence would be better expressed like this: “There are expected to be more than 3 million fans scrambling for the tickets.” (not "scramble" in this sentence...)
