I would say C is the only one suitable for use in formal tone.
I'm also tempted to give A a pass for use in casual speech.
I'm guessing nobody else here will agree with me on this, though.

"I didn't go to Paris last week" is the only correct answer. The form of the negative Past Simple is "Subject + didn't + base form".
"I haven't been to Paris last week" is incorrect in English. "Last week" is a finished time period and we don't use the Present Perfect Simple with finished time periods.
