He says "the storage and the toys". In general, saying two things "feed into each other" suggests that each one makes the other bigger/worse or even better possibly. It indicates that each of the two act in some way that makes the other greater. In this particular audio clip, the meaning doesn't make much logical sense. Obviously, a clutter of toys will fill up storage space. I think that is what the female speaker means. I don't think logically it goes in the other direction. I don't think storage makes the toy clutter worse. So, ¯\_(ツ)_/¯. I think the speaker just used the phrase in a way that doesn't really make sense if you think hard about it.

The storage is for the toys = you need storage for the toys. If you have toys you need the storage to prevent the clutter. If you have storage you will have toys to make the clutter because you have a place to store them, when not being used. It creates a vicious cycle. the two feed into each other in this case either making the situation worse or better, depending on your perspective are you a child that likes to make clutter or a parent who wants to keep the room tidier. If no storage space= clutter of toys. If no toys no storage space needed or storage space could be used for other thing. If no toys no storage space needed. and so it continues an endless cycle.
