Fraud is the noun. Fraudulent is the adjective. So it was a fraud. It was fraudulent behaviour. A scam nearly always involves money An e-mail telling you that you’ve won a prize but first you must send them some money to claim it etc. We use fraud more widely in English. It also can refer to money but we use it as well to describe somebody who deceives. My friend’s boyfriend cheated on her...what a fraud he is. Fraud is a bigger and wider category of wrongdoing than a scam. A scam therefore belongs to the broader category of fraud.
