I would say both parents do. It depends on how much time and effort they invest in their child. In some cases grandparents are more involved in the education of children in the family as parents may work a lot. In my country we care greatly about kids' education. Kinder-gardens, schools, many public events are all made family oriented and provide fun activities that boost creativity. But it is up to the family to recognise the interest and potential of your child to guide him/her in the right direction, help to learn and become successful in life. :)
