I am not able to make the meaning in the sentence below:
- She did not believe in indulging the children with presents.
Does it mean parents should not be friendly with partents or does it mean parents should not fullfil every wish of their children?

Your latter thought, about not fulfilling every wish (fulfill not fullfil!) is the correct idea.

It means , this lady did not believe in giving her children everything they wanted
