If I want to change the voice in this sentence from active to passive.
I know how to change a sentence from active to passive if we have only one verb but here we have to verbs, how do I know which verb I have to change 'Going' or 'tolerate'.
Answer of the question is the option A.

A) is not going to be tolerated

These are already passive voice. Are you wondering how to change them to to active voice? You would have to change both verbs a bit, and leave out the verb 'to be'.
a The people are not going to tolerate the govt's despotism
b The people were not going to tolerate . . .
c The people are not tolerating . . .
d - is kind of weird - more like an order than a statement.
