"Exchanges" in the football sense refers simply to the flow of the game back and forth. It's the same use as when people talk about an "exchange of fire" in a battle, or an "exchange of pleasantries" in a social situation. The thing being exchanged here - at least as I always understand it - is attacks on the opponent's goal.
