It the weather is extremely cold, we can put on warm clothes, close the windows and doors, check the heating system of our house. If the weather is extremely hot, we can prepare enough fresh drinking water for all members of our family, close the windows and curtains, switch on the air conditioner, avoid going out in the afternoon.

Because the question is asked in simple present tense (“What can we do…?”), and it asks about general or typical behaviour, it needs a simple present answer. That’s why I would change both verbs to be in simple present tense rather than simple past. Simple past is grammatically fine, but I think simple present answers the question most naturally here.
