I'd say: I'm very sorry (or, 'My apologies') but I have decided to accept another offer, in which the working location is more convenient for me.

I can give you another option of saying it and you can decide if it works for you: ( Say something positive) My apologies but I have accepted a job offer at a different company. (End on a good note by thanking them for their interest in you or something) I think the best policy might be calling them if you intend to write an e-mail.
