Upon his return to Linz, he phoned the Israeli consul in Vienna and followed up by sending him a package that contained the contents of the baron’s letter, a biography of Eichmann, examples of his handwriting, the photograph, and a chronicle of the eight-year search for him What does "followed up" and "chronicle" mean in this context?

In this example I would say this means: Follow-up - he did something further, he phoned them then he sent a package. It is a second action to the first one A chronicle- is the report or the account of the 8-year search

“Follow up” means to continue doing something. “Chronicle” means a written record of events in the order in which they happened.

I would classify that sentence as a run on. And would break it up into a couple of single sentences versus one with multiple comas to connect everything together. If you have to catch your breath to complete a sentence, it's possibly a run-on and too long.
