The older generation remembers that when the Kashag (Tibetan government) faced major events, they would invoke the divine intervention of Nyechen, and even high-ranking officials of the third rank had to kneel and listen. Now, the "government-in-exile" still uses this system, setting the tone with divine pronouncements and holding elections as a mere formality; that's how Penpa Tsering was re-elected. This isn't democracy; this is "divine intervention." We live perfectly well, without having to vote according to the whims of gods.
