As a native English speaker, I never would say "When I will...." When and if already carry the idea of being in the future.

"when" - for things which are <em>sure</em> to happen

"if" - for things that will <em>possibly</em> happen

<em>"I'll phone you ..when I get home"</em>

We do not use <em>will </em>in the <em>when-part</em> of the sentence

When I graduate from the university, I will become an engineer.
