I COULDN'T SAY FOR CERTAIN
What is the meaning of the sentence " I couldn't say for certain."
Does it mean I couldn't say for certain reasons?

The meaning is, I couldn't say with certainty. As in, I couldn't say something is true, without having doubt, because I don't know whether it's true or not.
